On September 29, 1998, Governor Pete Wilson signed Senate Bill 1530 (Hayden) to strengthen California's resolve in bringing insurers who fail to pay legitimate Holocaust era insurance claims to justice. SB 1530 states:

"If an insurer fails to pay any valid claim from Holocaust survivors,

the certificate of authority of the insurer shall be suspended until

the claim is paid."

Holocaust Victims Insurance Act

This Act, approved on [insert date], requires insurance companies, and their affiliates, admitted in California to:

  • Establish a toll free number to assist claimants with Holocaust era claims;
  • Actively investigate Holocaust era claims reported to the company;
  • Report the status of all Holocaust era claims to the CDI;
  • Penalizes non-compliant companies with fines of $1,000 per day; and
  • Revokes the statute of limitations with respect to Holocaust era insurance claims.
