2000 California Insurance Department Says Insurers Low-Balled Quake Victims, Mishandled Claims SACRAMENTO, Calif. -- Confidential state documents released last week by the California Senate indicate State Farm, Allstate, Farmers and 20th Century insurance companies mishandled and low-balled hundreds of Northridge earthquake claims. The insurers reduced depreciation values without supporting evidence, failed to explain the policy and claims process to insureds and failed to include replacement cost amounts in settlements, according to the reports compiled after examinations of claims files by the Market Conduct Bureau of the Consumer Services Division of the California Department of Insurance. Insurance Commissioner Chuck Quackenbush commissioned the examinations. State Sen. Martha Escutia disclosed the confidential documents without notifying the insurers. |
