California, 1998

The California Department of Insurance ranks the insurance companies based on the number of "justified complaints" the department received per 100,000 policies. Smaller ratio numbers are better.

The California Department of Insurance considers a complaint to be justified when, after investigation, an insurance company is found to be at fault. On the other hand, when the department receives a complaint but finds the insurance company did nothing wrong, the complaint is "unjustified" and not counted. If the department is unable to determine the facts of a particular complaint, it labels it as a "question of fact" complaint.
